Capcom did not make any announcements about microtransactions before the game release.

Alongside the release of free Mercenaries mode DLC, Capcom also released 11 new pieces of paid DLC called "Exclusive Upgrade Tickets." The DLC description reads, "To gun enthusiasts, knife collectors, and lovers of weapons of any and all kinds, here’s your ticket to the gun show! Specifically, a ticket to be redeemed at the Merchant’s shop."
The description further states that the ticket will provide access to a weapon’s exclusive upgrade at any time, regardless of the weapon’s level. Once unlocked, the upgrade itself is free of charge and will be added to the Treasures menu, making it available across all saved data.
Cost of Upgrade Tickets
The upgrade tickets cost $2.99 / £2.49 each. Players can also purchase multipacks of three or five tickets at a discount. If players were to buy everything, they would get 23 upgrade tickets at a total cost of $55.89 / £46.05.
